Me, My Garbage, My Kathmandu
Every other couple of months or so, we see the garbage piling up on the streets of Kathmandu. The reasons varies. Sometimes, it’s due to the workers strike – some of their demands seems sensible – and other times it is due to the locals from dumping sites – they have the right to ask for their betterment, after all they are smelling and seeing garbage everyday which is polluting their surroundings & beside, everyone has a right for good health.
Whatever may be the reasons, this things can be analyzed as the poor vision, miss-management and unaccountability of the Garbage Management Department of Kathmandu. Is there a good, capable team to carry this responsibility for garbage management? A team for collecting, recycling and disposing the garbage. Are they giving enough information and knowledge to the public on how to reduce or reuse the garbage? Bottom line, Are they responsible and accountable for what they get paid for or it’s just a 10-5 job for them? “Sarkari kaam kahile jala ghaam,” hope this trend is changing.
If the reason happens to be fund, then may be the management is covering for themselves. Because, where there is a will, there is a way. Do they really have proper visions while planning and are they dedicated and working unselfishly while implementing them? Are they capable of taking the responsibility? Are they corrupt free? Not all, but some of them may be corrupted and lack visions and skills to get the things done. May be, maybe not!
The population of Ktm was 10,81,845 in 2001 (i.e. 1.082 million). And now, in 2009 the population of Ktm must have increased drastically, thanks to Peoples War, it must be one of the top contributor.
Taking the population of 2001 as base, we can assume that there happens to be 2,16,369 families in Ktm (assuming 5 person in a family). We have been paying currently Rs 30 as monthly garbage disposal charge per family. We, hope most of the families are paying it. If assumed, that 16,369 families live in slum or either they are poor to pay the monthly garbage charges; then 2 lakhs families are paying the charges. If calculated as per our assumptions, the monthly garbage disposal charges collected from Ktm by the Garbage Management Department happens to be Rs 6 million monthly (200000X30) i.e 72 million annually.
Beside, there are star hotels, motels, restaurants, big business houses, industries, malls, complexes, etc that are paying garbage disposable charges as per their garbage production. And there are thousands of private and public offices who are paying certain allotted charges monthly, for garbage disposal from their premises.
Hope every one is paying garbage disposal charges. If not, KMC should collect it. In return, the garbage management should give the valley denizens garbage free Kathmandu. If this happens to be the case, then may be the public will be willing to pay the charges. Show your work and convince them.
Beside, there must be Nepal Government’s budget allotment for Garbage Management Department to manage Ktm’s Garbage.
The management claims(KMC and LSMC) that they are spending 118 million annually, Rs 100 million from KMC and Rs 18 million from LSMC, just to cover fuel costs for the transport of garbage. Also, Solid Waste Management Resource Mobilization Center(SWMRC) claims Rs 10 million as its annual expenses for local development of garbage disposal site, – cite: The Kathmandu Post (paper version), May 21, 2009.
We are just confused on how the funds are collected and how they are allocated. Is Garbage Management Department really not getting enough funds for the garbage disposal? If not, what are the plans? Are these accounts audited fairly? Or it’s really due to poor vision or miss management of the department or may be they are not being responsible and accountable on what they do.
Brainstorm on the ideas and concepts for garbage management. Create the environment for more responsible team, that is dedicated to work for the benefit of society. Find corrupts and punish them. See how the developed countries are handling garbage. We can’t do their way, but at least find out the suitable way for us. Can’t we? Ultimately in few years or may be in a decade we may reach there. Research and ask for donations – we are best on asking donations – may be we will get some, just utilize it and show it. Try it, and see how public will help you. Be more Responsible. If you can’t manage and don’t have vision say you can’t, and leave the job to more responsible team. If the system and procedure are old change it, but with proper visions. Do it for the sake of Nepal. Because we all have seen that developments are the outcome of changes.
We are paying the garbage disposable charges and we need the return, everybody wants and needs. Get rid of ‘Garbage Flu’ before it gets rid of us.

We all ae responsible for this.. The garbage doesn't come itself.. it comes from the houses, shops,restaurants.. let's say i comes from people... so why don't we start from our home.. then our chowk,,then our gallies..and the problem will be solved.. I believe together we can.. Netaji's are busy fighting for the chairs..why don't we fight with them by action (good deeds) rather than protest (bandh).. what say guys??
